Fix handling of client-side decorated windows

Allow CSD windows to be maximized while keeping them excluded
from Maximus decoration handling.

Keep the existing exclusion checks for maximization and avoid
changing decorations on windows that were originally undecorated.

Fix undecorate on maximise

WNCK_WINDOW_ACTION_RESIZE is not always inluded in 'actions',
almost never when using e.g. picom,
so we don't check for that any more, making undecorate on maximise work reliably.
