libmenu: Remove support for legacy-dirs
Those directories have been deprecated for over a decade and GIO's
GDesktopAppInfo API already ignores them ...
It's time to let go, simply ignore any <LegacyKDEDirs> and <LegacyDir>
elements in menus.
